**The brief (60 words):** From instituting an AI incident hotline to initiating an AI dialogue, the USA and China appear to be building towards an era of deeper collaboration to counter dangers from AI to global peace and stability.

A “Will They, Won’t They” type of curiosity has dominated much of the observations made ahead of the eagerly awaited tête-à-tête between Xi Jinping and Donald Trump in Washington D.C. With AI doomsday warnings doing the rounds, even those enthusiastic spectators of the “AI great game” have pinned hopes on a meeting of the minds between the two leaders on AI.

The outcome of the meeting has been met with varied reactions. The Democrats for one conveyed their displeasure with the President for not being confrontational enough with Beijing. They accuse Trump of trading away America’s technological dominance in favour of short-term commercial gains.

Elsewhere, there has been a lot of focus on all the pageantry that unfolded around the meeting. As this very pageantry starts to get dissected in the search for meaning, a symbolic meeting of the minds on AI sets forth a positive tone.

The meeting overall was guided by a constructive spirit and an apparent accommodation of redlines on both sides, whether it be with respect to “Trade, Technology, Tehran or Taiwan”. China’s messaging from Busan to Washington has been clear. Xi views a military confrontation between the two as entering an inescapable “Thucydides Trap”, a negative-sum game in which both shall lose.

Meanwhile, in the context of weaponized interdependence, China wishes for the competition to be a race rather than a wrestling match. China views itself as an equal to the US in terms of the capability and responsibility that both hold for developing and managing AI for good and ensuring it always remains under human control.

The impetus from the American side has been on operationalizing this collaborative spirit through a foundation of institutionalized communication channels. A larger improvement in transparency here is being pursued as the bedrock of how the USA and China shall engage constructively to ensure strategic stability.

To this end, three major proposals were tabled by the US at the meeting held between the trade delegations of the two countries on 23 September 2026:

- The establishment of a hotline to facilitate mutual notification of security incidents related to AI, particularly “something that rises up to a national security level.
- A bilateral dialogue mechanism focused on AI, the first meeting of which shall be held in the city of Shenzhen by January 2027.
- A formalization of the Board of Trade as a part of the “trade truce” to facilitate trust-building through streamlining processes including screening goods for national security risks, tariff reduction and trade in low-tech goods.

In the coming months, Washington and Beijing are also expected to discuss protocols to develop a common understanding on “what the leading AI dangers are”. The scope of collaboration here may extend from how rogue AI can be reined in to how AI’s biosecurity and cybersecurity challenges can be mitigated. In a best-case scenario, the two countries may even join hands to complement or improve the existing international legal instruments intended for preventing the proliferation of Weapons of Mass Destruction.

In times of turmoil for the world order, such as now, spectacles of great power unity stand to convey a positive direction for geopolitics, a detente or an easing of tensions. Moreover, a part of great power responsibility has to do with working together to face challenges facing the world. This Xi-Trump meeting has not quite changed the status quo. However, its symbolism shines bright, even as the titans continue their competition for dominance.

More than six decades ago, a symbolic truce between President John F. Kennedy and Premier Nikita Khrushschev pulled the world a little away from the brink of nuclear war. Fresh out of the Cuban Missile Crisis, the two leaders sought to remedy the communication gap experienced during the crisis by establishing the hotline - a simple means to communicate among each other about a situation they may perceive as a “crisis”.

The hotline served as a credible foundation for strengthening mutual trust. It is this strong foundation which led to the two superpowers signing the Partial Test Ban Treaty (PTBT), which later crystallized into the comprehensive global arms control regime in the coming decades.

The meeting of minds on AI here may be seen as an impactful moment, firstly for a mutual recognition of AI as a threat to strategic stability. On a more structural level, it brings about a unique symbiosis based on an exclusive responsibility that falls on the USA and China to counter the threats from AI together.

The institution of emergency open communication channels is viewed as instrumental to fostering trust. At least for now, minor troubles related to AI model distillation, export controls and bio-espionage seem to have been put behind.
